If you miss the Consecration of the Eucharist during Mass, you cannot receive Communion at that Mass. If you do get there in time for the Consecration, you can receive Communion, but only if 1) you have not eaten for one hour before, and 2) you have no unconfessed mortal sin on your soul. If you do have mortal sin on your soul, you must go to confession before receiving Communion.

If by mass you refer to a Catholic's weekly obligation on Sunday then no, you shouldn't. Skipping mass on a Sunday without a legitimate reason is a grave matter. That means that if you know that it is a serious sin and do it anyways the sin is mortal. This is because all Catholics are required to participate in Sunday Eucharist as written in the Catechism, #2181:

2181 The Sunday Eucharist is the foundation and confirmation of all Christian practice. For this reason the faithful are obliged to participate in the Eucharist on days of obligation, unless excused for a serious reason (for example, illness, the care of infants) or dispensed by their own pastor. Those who deliberately fail in this obligation commit a grave sin.

Those who are living with a mortal sin need to go to confession and not take the Eucharist again until they have received absolution for their sin(s). This is found in the Catechism, #1457:

1457 According to the Church's command, "after having attained the age of discretion, each of the faithful is bound by an obligation faithfully to confess serious sins at least once a year." Anyone who is aware of having committed a mortal sin must not receive Holy Communion, even if he experiences deep contrition, without having first received sacramental absolution, unless he has a grave reason for receiving Communion and there is no possibility of going to confession. Children must go to the sacrament of Penance before receiving Holy Communion for the first time.
