There are no one chemical formular for hand sanitizer. You have to be more specific about which type. (Germ-X for example)
If the alcohol content is high enough yes they can be flammable. Most however are not and use safer chemicals to sanitize.
The Minnesota Department of Health says that to sanitize items by immersing them in hot water, the water temperature should be 171F. The boiling point of water is 212F.
I believe that it's alcohol (ethyl or rubbing- not sure which).
