Can you describe your question in more detail, or rephrase? :) If Internet files in history folder are not deleted then Internet explorer would drop out as words are typed ,when address present in history is entered.
If you only deleted it from the favorites, in should be in the recycle bin and can be recovered. If you emptied the recycle bin, there is little you could do except make a new folder and attempt to replace everything in the folder that has been deleted.

In short no. but the longer answer is well, longer. when a file is deleted from explorer, it is sent to the recycle bin. when you delete it from the recycle bin, it is gone forever. the recycle bin is like an "are you sure" thingy.

If you mean internet browsing history, if you are using internet explorer, either use the keyboard and press CTRL and H, or use the keyboard and press ALT and C. This will bring up the favorites box where you can click the history tab to view your history.
