The first step is to get a copyright for your puzzle, otherwise anyone can use it, sell it, claim it as their own.
You can start with the website route but to make money you need to get paying advertisers for the site.
Or, you can start with publishers; those that publish newspapers and magazines that include puzzles and publishers of puzzle books. Finding a publisher is often difficult and can take a long time. But if you become published, you have a better chance of selling advertising on a web site.
