It could be. If it was itchy a bit before and is itchy now, and maybe feels like a cold sore that would be on your lip from over sun exposure (or the like) it might be. Don't be afraid or ashamed to get it checked out, the more you know about your body and what's going on with it will protect you and your partners in the future.
