Assuming that you are a new spouse, then the answer is no, your income is not subject to attachment. Only the biological parents are responsible for financial support of their minor children. Be advised, that is your earnings are held in a joint bank account and said account is subject to levy, your monies could be levied also to fulfill the support obligation. In such cases the court usually "freezes" an account until the non obligated spouse submits proof of the amount belonging to him or her. In situations where both biological parents are employed or have a means of income both of those incomes are considered when determining the amount the obligated parent pays.

This depends on the state. California includes 20%. But, it can happen in other states through the use of a rebuttable presumption. Warning though, this is a two way street.
