If you start to get a lot of headaches three weeks after sex could that be a sign of pregnancy?

No. At three weeks pregnancy may not even be able to be detected through an ultrasound. Most ultrasounds wont even be done until 5 weeks of pregnancy. At three weeks the cells are still forming. A bloody pregnancy test? If you don't have your period then is there blood in your urine? If there is you could have a bladdar infection or worse and you need to contact a doctor. Besides that, it is possible to be 3 days "late" and be pregnant because you could have simply miscalculated the date of your next period or the HCG (pregnancy hormone) could not be high enough to register on a pregnancy test yet.

It could be your eye pressure. If it's too high, it will cause headaches. If you wear glasses or contacts and are getting headaches, it could mean that you need a new perscription. Any laborous work, or fast activity. I got headaches almost everyday for three years and I found out that it was because my eye pressure was really high, but they put me on pills and they have worked tremendously. Another cause might be dehydration. Many times people don't realize how little water they're drinking until they begin to feel dizzy. Your body needs more nutrients.
