Answer for USA, Canada and countries running a 60 Hz power supply service. I have never seen a surge bar that has the availability to connect a 30 amp circuit on it at 240 volts. These types of appliances use a dedicated circuit directly connected to the electrical panel. The washer usually has a 15 amp dedicated breaker and the dryer being 240 volt has a dedicated two pole 30 amp breaker. Maybe, but likely not significantly.

Older equipment does not generally use power when they are turned off and this action does not save power.

Some new equipment never turns off. This is especially true if it has a timer for delayed start. There will be a small power drain even when the unit appears to be off. However, turning of the unit will result in these features not working and potential reset of the setting each time the unit is shut off with the surge bar (power strip). The amount of current will generally be small in any case.

That being said, during extended periods of absence (vacation), shutting down the equipment may be desirable despite the shutdown of the advanced features.
