The question was "where", not how fast it needed to go to travel. And, the answer to the question is he got the plutonium from a group of Lybian (not sure how it's spelled) terrorists who wanted him to build them a bomb, but instead used it to power the DeLorean. At the end, however, he used garbage to power it...it's much safer this way.

The top comment is correct, the reason why Doc gets shot in the first movie is because he stole the plutonium instead of making a bomb.
