The people who demand that it be a downward slope say that we are spending more than we can afford to spent on health care and so must try to bring that expense down in the future. Others think the money spent on health care is not the problem but rather that we should spend too much on twinkies, cell phones, large cars, wars, bailing out irresponsible banks etc etc.
I believe that some people that have health care really don't need it as much and there are people out there that could use it.
