Depends... Technically Yes as long as all the seatbelts available are being used. There are some fine print though... ALL Children under 16 or 40lbs must eith have seatbelt or proper car seat. The other exception would be that if you are a GDL Driver you are NOT allowed to have any people without a seatbelt. Clear as mud right?
