all you have to do is to talk to her at least two times a day (if you can visit more it would help) . i found buying 1 or more shirts/accesorites a day helped aswell.

Bonus: If you buy coffee from Brewster, the bird who works at the cafe every day, he will start to treat you like a friend, thank you for coming by and buying his coffee and ask you if he could put some things in your coffee like pigeon milk. Instead of him saying "...Thanks," he will actually thank you politely. You have to visit the Able Sisters and The Roost every day in order for Sable and Brewster to become your friends.
