"Back blocks" generally means a region outside of the cities and "civilised" areas. It can mean "the bush", or the country. If someone comes from the "back blocks" it may mean they come from a bush or outback town.

"Back blocks" can also have a derogatory meaning: if someone lives in the "black blocks", they may live in the poorer suburbs where facilities are less desirable.
