She is in love with both which it says clearly in Eclipse. Jacob is her soul mate in the real world and who she SHOULD be with but her heart still wants Edward. She is in love with Jacob too but there is never any question that she loves Edward more and that Edward has her heart. This is all addressed in Eclipse.
