Lamond is Norman. Normandy was a disputed region between French and England. Since it's not clear what time Hamlet is set in, we can't say for sure whether it's part of England or of France in the world of Shakespeare's Hamlet. However, at the time Hamlet was written, Normandy was controlled by France, and somebody who was ethnically Norman would have been ethnically French. Thus, when Claudius says

Here was a gentleman of Normandy:--

I've seen myself, and served against, the French,

And they can well on horseback: but this gallant

Had witchcraft in't;

He's probably saying that Lamond was an excellent rider even by French standards.
