You meet her on 4 Island in the ice falls (the cave thing), at the top of the waterfall (you will need to take the tunnel on the left of the waterfall first to find the HM containing Waterfall). Once you meet her there, you will help her overthrow some Team Rocket poachers, so be ready to fight.
