To get the Jade Orb, you need to get the Red Orb from Mr. Pokémon and head to the Embedded Tower and catch Groudon and then you need to trade for a Kyogre that has been caught in a Pokémon HeartGold game, you then take both Kyogre and Groudon with you and show them to Professor Oak and he'll give you the Jade Orb.
beat the elite four and the kanto gym leaders, beat red, visit mr pokemon, go the embedded tower near the safari zone gate, go in, catch groundon, get kyogre of a friend with heartgold, show both to oak, he will give you the green orb, revisit the embedded tower, there is raquazza in groudons place

To encounter Rayquaza in Soul Silver/Heart Gold, you must have:
1. Captured Groudon, and showed it to professor Oak.
2. Traded with a person who has heart gold and who has captured Kyogre in their game.
3. When you show both Pokemon to Oak, he will then make Rayquaza accessible in the same place which you caught Groudon ( Hidden Tower ).
Note: Both Kyogre and Groudon MUST have been caught in HG/SS
For Soul Silver you need to get Groudon and trade for Kyogre. Once you get them both, put them in your party and go to Mr. Pokemon's house and he'll give a Jade Orb. Take that Jade Orb to Embedded Tower and Rayquaza will appear.
you need both versions so you need to get these orbs red soul silver and blue heart gold after getting the national dex talk t5o mr. Pokemon in both then go to embeded tower with either orb then capture the Pokemon then show each to profecer elm or oak i forgot just talk to the one in pallet town you need to show both of them they have to be first in party then he will speak of the Pokemon u showd him then you will get green orb go back to embeded tower then capture it
First you must beat red and elite 4 and get a starter from pro. oak. Then go to mr.Pokemon house where you first saw pro. oak in the begining there he will give you the red orb. Then fly to safari zone then go down until you see a cave enter the cave go down ladder use surf go left then go on the island use rock climb and enter cave (with hiker next to the entrance) go in side kyorgre in heart gold, groudon in soul silver after you get bolth you talk to pro. elm he'll give you a green orb then go back to where you battled kyogre/groudon and youll find rayqaza
