I suggest using Starmie Lvl 20 and teach it Psychic,Thunderbolt,Blizzard and Surf that's how I got through Pika Cup in Round 2.
(Note:You need Pokemon Red,Blue or Yellow for Gameboy Color to get a Lvl 20 Starmie.
Pika Cup in Round 2 is hard but the 7 where easy but the last Trainer is really hard to beat because he has a Lvl 20 Alakazam and Dragonair.But if he chooses Dragonair Lvl 20 you have a chance because use Blizzard on it,if you hit it your going to win but if you miss GAME OVER.

I suggest using Mewtwo Lvl 100 (of course) and teach it Psychic (might have it when captured),Recover (might have it when captured),Thunderbolt and Substitute.
You can even get Surfing Pikachu by beating Prime Cup Master Ball Round 2 or Poke Cup Master Ball Round 2.
(Note:A Pikachu from Yellow,Red and Blue can learn it and your Pikachu doesn't have to be in the first 7 battles but it has to in the Final Round and you are aloud to use continues if you lose a match.

There now you have it and yes Pikachu can be any Level cause the Prime Cup is Level 1-100 and I replaced Seismic Toss with Surf.

Poke Cup Master Ball on Round 2 is hard because I keep getting pissed by losing and when my Pokemon fainted.

There are a few ways to go about this, but my personal method (using rental Pokemon) is to first use Thunder Wave with an Electrode to paralyze it (Electrode will go first due to its high speed), then use Chansey to KO it with Seismic Toss. Chansey works well because it has a high Special (remember, this is before the Special split that was introduced in Gold and Silver), which causes it to take little damage from Mewtwo's attacks (which are all special attacks).
