you can not get arceus in soul silver or heart gold because arceus lives in the hall of orgin in spear pillar. since there is no spear pillar in heart gold and soul silver. there are only 3 ways to get it in soul silver and heart gold. you need to get one in diamond or pearl/platinum and trade it over. you can use action replay or wait for a Pokemon event at GameStop. hope this helps.
