It doesn't really matter which Pokemon you are. The combination of the two Pokemon are the real key to the game. I've done really well with Skitty as my starter and Mudkip as my partner. They are now Delcatty and Swampert.
Cubone can be found in the Pokemon Tower (aka Lavender Tower) in Lavender Town. There is a 5%-14% of finding a cubone depending on which floor you are on. 24 is the highest level that you will find them. In the Japanese version of Pokemon blue, cubone can only be obtained through trading.
first you have to go to the Pokemon tower then on your way you find gastly's but i found a haunter instead and a cubone. And around you will find a cubone then capture it with a great ball or it won't get catched bye i just found a mewtwo now later fokes. :)
Cubone is a ground-type Pokemon from the Pokemon ganes. It resembles a small rodent with a skull on it's head. Cubone's lore states that it is an orphan Pokemon and wears the skull of its deceased mother on it's head like a mask. It also carries around a femur bone and uses it as a weapon. Actually Cubone is available for a starter in Pokemon mystery dungeon (red, as far as I know) as long as you display a lonely personality for the questions in the beginning.

i found that starting with cubone and having a grass starter is the best way to beat any dungeon
I think that cubone is the best for the hero because it is just so cool and is said to be one of the strongest starters in the game. i think it would be pikachu or cubone one or the other

In both Pokémon Mystery Dungeon: Explorer of Darkness and Explorer of Time, you can find the ground-type Pokémon called Cubone in the Northern Desert dungeon and you can find it on Floors 1 through 7 which will include Floor 7.
