In Ruby, Sapphire, and Emerald, there is only one possible way for another trainer to have a Mudkip. In the beginning of the game, you have the option to choose one starter Pokemon. If you choose Torchic, your rival will choose Mudkip. Your rival will always take the Pokemon that is elementally superior to yours.

You cant get it , Only in Ruby and Sapphire . What you can do is , Go to Global Trade Center and check for it , Then try to find the Pokemon he or she wants , and Trade it for Mudkip . Hope i helped .
You can not catch mudkip in Pokemon Xd. You can however catch the Johto Starter, Totodile, Chikorita, and Cyndaquil by completeing mt. battle without exiting or switching Pokemon from begining to end (MUST select NEW CHALLENGE) and to gat a mudkip you must trade one from Ruby/Sapphire/Emerald
