I believe that it is a sign of regression. Remember the motto the sheep's would always bleat? "Four legs good, two legs bad". In the original 7 comandments of Animal farm, it states that "whatever goes upon two legs is an enemy". Over the course of the novel after the death of old major, the pigs become overwhelmed with the power they now hold, and begin to abuse that power. At the end of the novel, the 7 commandments are replaced with just one "All animals are equal: Some animals are more equal than others". This is an obvious display of how power had influenced the original 7 founding laws, and their degeneration of morals and the effects of "humanification".
