when they are in first grade .
High School in Japan is three years. Kids in the first HS grade (ichi (1) nen (year) sei (student) ) are the equivalent of 10th graders in the United States. There is the extra year at the elementary school level which creates this. In the US elementary is over at 5th grade however in Japan it goes to 6th. Hope this helps.
The grade during which kids learn algebra varies. My first-grade grandson was learning pre-algebra in kindergarten.

Kids that have a hard time with math take it in 10th Grade, normally kids take it in 9th Grade. Advanced kids take it in 8th Grade. I am in 8th grade, and take algebra 1 at my school, because I am qualified for it.
It is the grade after 7th grade and is the last year of grammer school. After 8th grade you may never see most of your classmates again until maybe your reunion. In 8th grade you should enjoy it. It's the last year you will be with the kids you know since preschool. After 8th grade you start your first year in highschool. Meeting new kids and growing up.
I learned when I was in the first grade (6 years old).
