Well "drag" is usually used to describe something that will slow you, like a drag suit worn over a jammer or Fastskins, or simply wearing another suit. Swimming without that will not slow you at all, therefore in practice swimmers use drag to improve and go faster in meets.

Why does drag slow you down in swimming?

When you are not in a streamline position in swimming, drag can occur. This is when you body is stopping the water from freely moving past your body. You may notice when you begin to sink while you are swimming that you slow down. This is because the lower part of your body is creating drag by stopping the water from quickly passing you legs.

'What is the relationship between drag and speed in swimming'?

As with all objects in motion, there is friction. Drag is created by friction along the surface of an object, in this case its a body moving through the water. There is also places where the water will eddy or swirl around and create a pull on the object. As you move through the water your body must displace the water, move it out of the way. As it goes along the sides of the body it causes friction which slows down the progress. Due to different body shapes the drag will be different for each person. A tractor trailer may have a large wind deflector on the top of the cab to push the wind away from the trailer. This reduces drag along the trailer which helps it go faster with less energy. Its the same thing with swimming. Swimmers wear swimming caps because their hair actually slows them down due to drag.
