The amount of waiters you can have increases with each level you gain. It also depends on who you enable as a waiter. You can hire your friends and enable them to be who you want. For example, you have six hired friends. You have three waiters and three chefs.

you have to get past the tutorial. once you have, it will let you hire people. when you level up to certain levels, you can hire more people. first, look near the bottom of your screen, and you will find an icon of a crew of cooks, waiters, etc.click it. then, if you see an open slot to hire someone, click that, and choose tour staff. when you are done, there will be a check mark at the bottom left. click that, and that will lead you back to your restaurant.
