Actually, they resembled the Tributes that have been killed, including Glimmer, Rue, Marvel, Clove and the other ones that were unnamed. However, this does not include Cato because he is still alive by this point in "The Hunger Games".
Cato is a District 2 tribute. He is large and violent, killing most of the tributes. When his district partner dies, we see his innocent side. He cries. Peeta, Katniss, and Cato were the last 3 tributes left in the games. Unfortunately, Katniss shot an arrow at him and he was eaten by mutts. He died.
The mutts look like wolves, only with some human qualities. Not exactly werewolves, but very close. The creepiest\most interesting thing about them, is that their eyes and fur are made to look like the dead tributes that died in the Games.

The Hunger Games isn't based on true story, however, it is based on a Greek mythology namely Theseus and the Minotaur. The mythology involves where Athens (the Districts) were forced to send 7 boys and 7 girls (the Tributes) to Crete (the Capitol) and then delivered to the custody of the Labyrinth (the Arena) where (instead to fight to the death) they will be eaten by the Minotaur (probably represented by the Mutts), anyway, Hunger Games is also based on Roman Gladiator fights where participants fight to the death for entertainment... in conclusion, The Hunger Games has both Greek and Roman influence.
