In 1787, the delegates gathered at the Constitutional Convention to vote on and ratify a constitution for the United States. Previously, the county had continued to operate under the Articles of Confederation, but recent problems determining jurisdiction of the states versus the federal government had come up, requiring action.

They met in Philadelphia because they wanted to revise the weakened Articles of Confederation. Instead they ended up re-writing the Constitution.
In 1781 the newly free 13 colonies drew up Articles of Confederation, but by 1787 it was generally agreed that a more formal and stronger document to unite the 13 states as one nation was needed, so the Constitutional Convention met in Philadelphia that summer.
