The Tea Act was passed in 1773, before the Boston Tea Party. The Boston Tea Party was a protest against the tea act, as tea smugglers and merchants were afraid cheap tea would put them out of business. Since it was the reason for the Boston Tea Party, it could not be a punishment for Massachusetts.
The French had no direct cause, but they sure played a role in it. During that time, the British and French were at war. Both in resentment of the Americans, they seized American ships and goods (known as impressment.) Slowly, American and British found themselves at war. With the British battling the French and Americans at the same time, it was not easy. it had somthing to do with their loss of the war.

During the Revolutionary war, there was an 11 month siege of Boston by American troops who were under the command of George Washington. British General William Howe decided to avoid a repeat of the Battle of Bunker Hill and retreated, with the drawing the remaining British troops from Boston.

Another way instead of the Boston Tea Party that colonists might have done to protest the Tea Act was not buying the British tea. If many colonists didn't buy tea from Britain or just stop drinking it then the British wouldn't be making a profit from that sale and this would anger them because they need money. Maybe the British would lower the prices or make a compromise with the colonies.
