There are many argument over this subject. However since you are asking the question in the English language, the answer to your question is 1611. As that is when the Commission of King James was complete

1611 Introduction.... in old English

To the most high and mightie Prince, James by the grace of God King of Great Britaine, France and Ireland, Defender of the Faith, &c. The translators of The Bible, wish Grace, Mercie, and Peace, through Jesus Christ our Lord.

Great and manifold were the blessings (most dread Soveraigne) which Almighty GOD, the Father of all Mercies, bestowed upon us the people of ENGLAND, when first he sent your Majesties Royall person to rule and raigne over us. For whereas it was the expectation of many, who wished not well unto our ZION, that upon the setting of that bright Occidentall Starre Queene ELIZABETH of most happy memory, some thicke and palpable cloudes of darkenesse would so have overshadowed this land, that men should have bene in doubt which way they were to walke, and that it should hardly be knowen, who was to direct the unsetled State: the appearance of your MAJESTIE, as of the Sunne in his strength, instantly dispelled those supposed and surmised mists, and gave unto all that were well affected, exceeding cause of comfort; especially when we beheld the government established in your HIGHNESSE, and your hopefull Seed, by an undoubted Title, and this also accompanied with Peace and tranquillitie, at home and abroad.

But amongst all our Joyes, there was no one that more filled our hearts, then the blessed continuance of the Preaching of GODS sacred word amongst us, which is that inestimable treasure, which excelleth all the riches of the earth, because the fruit thereof extendeth it selfe, not onely to the time spent in this transitory world, but directeth and disposeth men unto that Eternall happinesse which is above in Heaven.

Then, not to suffer this to fall to the ground, but rather to take it up, and to continue it in that state, wherein the famous predecessour of your HIGHNESSE did leave it; Nay, to goe forward with the confidence and resolution of a man in maintaining the trueth of CHRIST, and propagating it farre and neere, is that which hath so bound and firmely knit the hearts of all your MAJESTIES loyall and Religious people unto you, that your very Name is precious among them, their eye doeth behold you with comfort, and they blesse you in their hearts, as that sanctified person, who under GOD, is the immediate authour of their true happinesse. And this their contentment doeth not diminish or decay, but every day increaseth and taketh strength, when they observe that the zeale of your Majestie towards the house of GOD, doth not slacke or goe backward, but is more and more kindled, manifesting it selfe abroad in the furthest parts of Christendome, by writing in defence of the Trueth, (which hath given such a blow unto that man of Sinne, as will not be healed) and every day at home, by Religious and learned discourse, by frequenting the house of GOD, by hearing the word preached, by cherishing the teachers therof, by caring for the Church as a most tender and loving nourcing Father.

There are infinite arguments of this right Christian and Religious affection in your MAJESTIE: but none is more forcible to declare it to others, then the vehement and perpetuated desire of the accomplishing and publishing of this Worke, which now with all humilitie we present unto your MAJESTIE. For when your Highnesse had once out of deepe judgment apprehended, how convenient it was, That out of the Originall sacred tongues, together with comparing of the labours, both in our owne and other forreigne Languages, of many worthy men who went before us, there should be one more exact Translation of the holy Scriptures into the English tongue; your MAJESTIE did never desist, to urge and to excite those to whom it was commended, that the worke might be hastened, and that the businesse might be expedited in so decent a maner, as a matter of such importance might justly require.

And now at last, by the Mercy of GOD, and the continuance of our Labours, it being brought unto such a conclusion, as that we have great hope that the Church of England shall reape good fruit thereby; we hold it our duety to offer it to your MAJESTIE, not onely as to our King and Soveraigne, but as to the principall moover and Author of the Worke.

Christian Bible

The last books to be written in the Bible were: 1 John, 2 John and 3 John. They were authored by the Apostle John in or near the city of Ephesus, and completed in the year 98 (CE).

Another perspective:

The date above may serve for the Bible as we know it, today. But, in the strictest sense... the Word of God is not yet complete... and may well NEVER BE.

For one thing... the book of "Acts" or "The Acts of the Apostles" [as my old KJV reads on the title page] was never completed with the few accounts and "acts" performed by the few chosen of God revealed therein. The thrust of these "acts" are primarily connected with the exploits of apostles initiating the addition of Gentiles to God's church.

At the same time, however, while all this was happening... the main body of Jesus' twelve apostles DISAPPEARED from biblical view, following His ascension into heaven, who were commissioned by Christ NOT to go to the Gentiles [that was Paul's, and some of Peter's, commission], but to go to the "lost sheep[scattered tribes] of the House of Israel" - Matt.10:5-6]. And the "acts" of these "apostles" are not accounted for within the pages of "Acts."

For another thing... the "acts" of these oringinal apostles who spread the Seeds of God's Word early on DIDN'T STOP with them, but initiated through Jesus Christ and the Power of the Holy Spirit the continuation and growth of His Church -- hundreds, thousands and millions of other "acts" of God's elect down through the succeeding centuries, to continue until Jesus returns.

In other words -- the book of "Acts" isn't completed, yet... isn't all written.

The Bible is a compilation of SOME of the Words that have proceeded out of the mouth of God... that were written down. But, we are told that the few books of the Bible that man now possesses is a far cry from the whole story:

"Jesus did many other things as well. If every one of them were written down, I suppose that even the whole world would not have room for the books that would be written." (John 21:25 NIV)

As for the Bible, itself... at least the book of"Acts" [and maybe one or two others] is incomplete; with centuries of deeds, works, exploits and "acts" of God's "ekklesia" still unaccounted for in this book, until the time that Jesus returns to gather His elect unto Himself. Then this present phase of their work [acts] will be finished... and their next phase as Immortal Sons of God co-ruling with Jesus Christ in the Kingdom of God over the nations will begin.

The Bible as we know it, now, may only be just complete enough for what God's servants need to know to begin instilling Belief, Faith, Trust and His Truth in their hearts and minds toward Him, without revealing His Truth to the whole world.

But, it doesn't yet reveal everything.

"...No eye has seen, no ear has heard, no mind has conceived what God has prepared for those who love Him..." (I Cor.2:9; Isa.64:4 NIV).

"Now we see but a poor reflection as in a mirror; then we shall see face to face. Now I know in part; then I shall know fully..." (I Cor.13:12 NIV).

"Above the Ark were the cherubim of the Glory, overshadowing the Atonement Cover. But we cannot discuss these things in detail now." (Heb.9:5 NIV)

The Bible is as complete as it needs to be right now, to bring God's elect to Christ and Salvation and to Rule the Kingdom of God on earth under Him when He comes. The date set forth above may be accurate enough to establish this "stage of completion."

But, just like mortal man who is yet to be "completed" [I Cor.15:51]... neither one, in the strictest sense, is finished, yet.
