The Basque Country should be a country itself, however, to answer you're question "correctly" the answer would be Spain and France (scum of the Earth)
The Basque region covers part of southern France and northern Spain. See the link below.
Basque is spoken as a second language by the Basque communities in France and Spain.
The Basques live in the mountains of northern Spain and southwestern France.
They live in the Pyrenees Mountains which is on the border of Spain and France.
Spain and France.
French Basques live in the Pyrénées-Atlantiques department of southwestern France.
The Spanish live in Spain.
The Basque area of France ("Pays Basque") is in the South-West of the country. The Basque area extends on both sides of the French-Spanish border, the larger part is in Spain.
France and Spain are the countries from which the Basque people wanted their freedom.Specifically, the Basque live predominantly in seven provinces which straddle both sides of southwest France's border with northwest Spain. They may share such economic activities as farming, fishing, small-scale business, and tourism with their French and Spanish neighbors. But they speak a language which is not at all related to French and Spanish. They therefore worry about losing their cultural and linguistic identities in two countries with little else in common other than geography and religion.
The current goal of the Basques is mostly complete autonomy from Spain (independence, since they are already quite autonomous).
Basques primarily live in the Basque Country, which straddles the border of northern Spain and southwestern France. They speak Basque, a unique and unrelated language that is considered a language isolate, as it has no known linguistic relatives.
Most Catalans in Spain (whether separatist or not) live in the Eastern regions called "Catalonia". Catalans an not any where near as militant about separating from Spain as are the Basques.
The answer is the Basques.
Basque Separatists want Navarra to be part of Basque land, as well as part of S France to create a homeland for 3 million Basques.
