No, it wouldn't be considered a WAN in and of itself. If the users were accessing files from various sites around the world that would be different. The RDP protocol allows a remote user to connect to a company LAN remotely (outside the building). That can be through a dialup connection, or any of the other high speed connections such as a T1, or T3, ISDN line, etc. If you take the RDP protocol out of the question and ask if sharing information on the company LAN via many distant connections then we could talk about it being a WAN. RDP itself does not make the connection a WAN connection.

I find business's use it most. Home user's wouldn't probably have much use for it. Most home users will get away RDP.
