Almost. It is the same word, pronounced differently. The second "a" is extended because of the lack of the "er" sound.

However, the first a is not extended. There is a slight pause after the first "sa" sound before saying the "kaa" sound.

サッカー sakkaa

[sa -short pause- kaa]
