No, -70 is definitely colder. Just think of it this way, which one would take less number to go back up to zero. -65 would only take 65 but -70 would take 70. So, -70 is down further past zero while -65 is a little bit closer.

Yes. Any temperature that has a ' - ' in front of it is colder than one without it. Also note that -6 is colder than -5, which is colder than -4, and so on.
