In most cases no. It becomes considered "long distance" if the distance is not feasible for one to travel on a semi-regular basis. If you couldn't afford to drive that far then you COULD consider it. I'm still going to have to stick with NO, for most cases.
Although not always convenient it isn't what I would call a long distance relationship. Another town, State or country is long distance. Before I married my husband it was approx., 35 miles he had to travel, so we didn't see each other during the week, but on weekends and he would stay at my apartment and we would go out through the weekend and on holidays.
