In a way, yes; you can use the ask bar at the top of every page on Answers.com to search for answers. We actually prefer to call ourselves an answer engine.
But first and foremost, Answers.com is a place to get answers, whether they are from the reference library (ReferenceAnswers) or from the collaborative Q&A community (WikiAnswers).
