That would be comparing apples and oranges. Chuck Norris studied Korean Karate. Bruce Lee studied a wide variety of Martial Arts, but mainly Chinese Kung Fu. So I would say that, yes, Chuck Norris is better at karate, but that doesn't mean he would win if they were to actually fight.
They both trained in different forms of martial arts. So it would be hard to say who is better. Chuck Norris once said that he would get whooped by Bruce Lee. Chuck and Bruce were good friends and they had lunch together just a few days before Bruce died.
