a) It's bigger, and has a continental climate. England is an island and has a maritime climate b) in addition, England is warmed by the Gulf Stream, a current of warm water originating in the Caribbean.
It depends where you are in China, as it is a huge country, and what time of the year it is (summers in most of China are warm to very hot).
In winter, Northern China and Tibet are very cold (in fact, the Northeastern corner of China is colder than most of Canada in winter). Winters in Beijing are about as cold as winters in Chicago or Detroit. Despite the frigid temperatures, Northern Chinese winters are actually very sunny, and there isn't much snow.
Central Chinese winters are cool to mild, with only occasional snow. Winters in Shanghai are about as cold as winters in Seattle (but quite a bit less rainy).
In southern China, it's a bit hard to say. In the mountains of southwestern China, winters are mild to cool, but now very cloudy and almost always without any snow, while in lower southeastern China, winters are warm and humid, like in Florida.

The climate of China Proper can be roughly divided between north and south with the dividing line at about the Huai River. The north can get quite cold in the winter months with temperatures often below zero. The temperatures in north China is more extreme than Europe both in the hot summer and the cold winter. The southern winter is comparatively mild with high temperatures in Shanghai in the teens and at around the high teens in Guangzhou. The summer temperatures in China Proper and Manchuria can get very high, with average highs of 30 degrees in many parts. Manchuria (and Mongolia) are infamous for than extreme harsh winters due to their proximity to the Siberian tundra (despite being on the same latitude as Paris). Temperatures in Harbin frequently reach -30 degrees, which would be unheard of in England or France. The climate on the Tibetan plateau can also be extreme which is why most of it is uninhabited. However cities like Lhasa which shelter within its surrounding mountain ranges are protected from the extreme temperatures.
China is both hot and cold since it is kind of in the middle of that whole land in the Eastern part of the world. So for China it actually depends if it will be hot or cold in that country.
