To my knowledge, China does not have an allowance in its one child policy for the replacement of children who die. Bear in mind that everybody dies eventually. Some die sooner than others. But that is a normal part of life. China, even with its one child policy, still has a growing population and is an overpopulated nation.

China is classed as a Newly Industrialised Country because it has many factories which export products worldwide but it is not yet classed as a High Income Country because it is very overpopulated (which is why they introduced the one child policy) so it hasn't got enough money in the country to provide for all of the population of the country.
