This year (2009) there is a fair chance (I'd give it 40%) that there will be some snowfall somewhere in England on Christmas day.
The Christmas period of 1813-1814 was the last time the Frost Fair was held. The Thames River would freeze between old London Bridge and Blackfriars. Dozen of London traders would set up stalls and booths selling drinks, food, and wares, and souvenirs.
There appear to be several, just in England and the US. They are held in San Francisco, CA; Galveston, TX; Port Jefferson, NY; and in England, in Chatham, Kent and Rochester. To find the one you're interested in, just Google "Charles dickens Christmas fair".There are also others to be found that are not held around Christmas.
