At the beginning, they were best friends, and while throughout the series they became increasingly awkward with each other, often showing hints of love, it want until the last Danny Phantom TV movie that they actually got together.

Danny Phantom IS Danny Fenton and Danny Fenton loves Sam through the series. In the final episode they officially become a couple ( the final episode is Phantom Planet ) when they kiss and Danny gets a statue of himself from the town for defending the Earth from an asteroid.
So yes, Danny Phantom loves Sam. Though it takes half the first series for him to relise it.
Also he does fake out make out with her twice also nearly kisses her in a dream. Sam also loved Danny since the first series.
