"grand theft auto IV" is not available on the PS2. It is available on the PS3, Xbox 360 and the PC.
GTA IV isn't on PS2 because it is more graphically intense and requires higher specifications than the PS2 can deliver. So it is only on Xbox 360 and PS3 which are both more powerful than the PS2.
