It depends. It can refer to any event similar to the famous one, in which case it isn't proper. But if you're dealing specifically with the Hitler Holocaust, it's proper.

When talking about the murder of the Jews in WWII, then yes it is considered a proper noun with a capital H. When mentioning something in passing then it is just a normal word. For example:

Many Jews died in concentration camps that epitimied the attrocities of the Holocaust.

The end of the world is a holocaust that cannot be averted.
