If you read the full context starting in the beginning of chapter 54 (sometimes referred to as a 'salvation oracle'), in many English versions it is sub-titled 'A Perpetual Covenant of Peace.'
Many biblical resources will say this is a future time for 'Zion' or all of Israel (which includes the Gentiles as Isaiah notes going forward) during the promised Messianic Period - called the Millennial Rule by some. This makes sense when one considers that in the 'reign of mankind' there has only been a couple of hundred years - spread out - of peace. This is certainly not perpetual (walls of precious stones in 54:11,12 related to Revelation 21:18-21).
