There are several ways to define "biggest", and several ways to define "city".
Biggest can refer to most population, or most geographical area. City can mean the official boundaries of the officially-named political entity, or the "functional" city including neighboring suburbs and affiliated towns/cities which make up a metropolitan area.
Los Angeles, while definitely a big city, is not the biggest by any of the above measures. The explosive growth of many developing countries has led to rapid urbanization, so much so that the top 20 cities (in terms of geographic area and metropolitan population) are now dominated by developing countries.
In terms of geographic size of the metropolitan area, Los Angeles is probably around 20th or so. In population of the metro area, it's about 12th. In the United States, it is behind the New York metro area in both measures; in North America, it is behind Mexico City and New York.
It is the second largest city in the US behind New York City.
