Yes, Neptune is the eighth planet, and the farthest from the Sun.

Back when Pluto was considered a planet, Neptune became the ninth planet for 20 years of Pluto's orbit as Pluto is closer to the Sun than Neptune for part of its orbit.

No, there is no ninth planet as far as we know. Neptune is always the eighth and final planet in our solar system.

However, Pluto sometimes orbits closer to the Sun than Neptune, and when Pluto was thought to be the ninth planet, it did appear that Neptune was sometimes the ninth.
