Mega Charizard X, which is exclusively for Pokémon X, is a Fire/Dragon-type Pokémon, while Mega Charizard Y is Fire/Flying (Pokémon Y only). Its respective Mega Stone is acquired as soon you pick Charmander from Professor Sycamore.
Yes because It beats all of Ash's pokemon in the kalos league.
The listed Pokemon can evolve in X and Y: Mewtwo, Blaziken, Lucario, Venusaur, Charizard, Blastoise, Alakazam, Gengar, Kangaskhan, Pinsir, Gyarados, Aerodactyl, Heracross, Ampharos, Scizor, Houndoom, Tyranitar, Gardevoir, Mawile, Aggron, Medicham, Manetric, Banette, Absol, Garchomp, and Abomasnow. These Pokemon can mega evolve only in Omega Ruby and Alpha Sapphire: Beedrill, Pidgeot, Slowbro, Steelix, Sceptile, Swampert, Sableye, Sharpedo, Camerupt, Altaria, Glalie, Salamence, Metagross, Latias, Latios, Rayquaza, Lopunny, Gallade, Audino, and Diancie.
You can Mega Evolve Charizard as soon as he reaches level 36 and is holding the held item of either Charizardite Y or X. Mega evolution doesn't permanently evolve the Pokémon, rather during battles you can mega evolve him for different typing/ability/and base stat totals. Keep in mind you can only mega evolve during battle and that it has no effect outside of it. This means after you win the battle, Charizard will revert back to his original form and keep on learning moves.
Not normally, but they can evolve into their Mega Evolution forms in battle through the use of their respective Mega Stones.
This depends if you are referring to Mega Charizard X or Mega Charizard Y. Mega Charizard X is black and blue with darker blue wings. Mega Charizard Y has similar coloring to regular Charizard and is orange and yellow with turquoise wings.

Charizard is not capable of naturally evolving further however as of Pokémon X and Pokémon Y, Charizard is capable of mega evolving into Charizard X or Charizard Y. Your trainer will need the Mega Ring in Pokémon X or Pokémon Y and then Charizard will need to be holding one of its respective Mega Stones in order to receive the option to mega evolve.
It's mega stone I think is a new item for rayquaza called the green orb
Mega charizard
Charizard is the the final evolution of the line beginning with Charmander. It cannot evolve into another form (at least in the non-hacked games). It can, however, breed (at the Pokemon Daycare) and produce an egg which will give you access to an earlier evolution. Charizard can also Mega Evolve into two forms: Mega Charizard X or Y using Charizardite X or Y. Mega evolution, unlike regular evolution, is temporary, only happening during battle.
Mega Charizard X is Fire/Dragon, so there is a variation of Charizard that is Dragon-type.
