Yes, it's a scam!
Here's the deal. I found no sites with any complaint about them. Instead, there were pages and pages of glowing reviews as to how absolutely wonderful they are, and how they are definitely not a scam.
According to all the "impartial reviewers", RevResponse stands alone as an opportunity for you to make fabulous amounts of money for very little work!
No site has that many good reviews. But one has to be impressed at the lengths they've gone to in appearing legitimate!
Here's the bottom line - they say you'll be an "affiliate", but they are going to charge you an advance fee. NEVER pay to work, the point of work is to be paid. Any money you pay to them will not make you rich, or even let you make a living. Or break even.
If you don't know them, and they sought you, and they want your money, it's pretty much a scam 99.999999% of the time.

Prize Information Bureau is a scam. Typical "advance fee" scam. They say you won, but you have to send them a fee or pay a tax. You send your money, and they send you nothing.
