It can be masculine, or both. When it is used as a noun, (you are speaking of nationality, like you would say 'an American'), un suisse is masculine. The feminine is 'suissesse'. When you are using 'suisse' as an adjective, it is both masculine and feminine: you can say 'du chocolat suisse' (masculine, meaning swiss chocolate) and you can say 'une autoroute suisse' (feminine, meaning a Swiss highway).
