Is tabuu a playable character in brawl?

In The Great Maze, go to either The Battlefeild Fortress or The Swamp. When you see a purple arrow pointing to a door, go through it. If you don't see any trophies there, go through the gate (how you would usually go through regular doors). After a cutscene with Tabbu and Sonic, select 6 characters (Sonic will now be available to play in the Subspace Emmisary) to battle Tabbu.

No, Tabuu is not an unlockable/playable character in Smash Bros. Brawl. You can only play against him as the final boss in the SSE.

No. Tabuu is just a boss in game. Only things that can fly up, be stunned and don't have a life bar can be unlocked. (This also excludes many of the grunt opponents in the game)
