It works as both a stimulus and a depressant. In my opinon, cigarettes are a stimulant because it makes you sharper where dipping/chewing tobacco is more of a depressant because it makes you feel relaxed. Cigarettes can also make you feel relaxed.

Although cigarettes can make a regular smoker feel more relaxed, the active ingredient in tobacco (nicotine) is a stimulant...not a depressant.
Similarly, heroin makes some heroin addicts feel more energized. However, heroin is a depressant, not a stimulant.
